He then assumed a senior post at ILO headquarters in Geneva, managing a program that was operational in eighty different countries. Ten years later, he left the ILO becoming a consultant to a number of international organizations and governments. He authored and co-authored four books and some thirty papers, many of which were translated and published in several languages.
